COVID-19 has forced a comprehensive reorganization of care delivery processes. It becomes a priority to investigate, using the creation of a predictive forecasting model, the number and potential impact of COVID-19 health emergencies, in terms of bed saturation rate and organizational capacity at local and national level, also defining the occurrence of any legal disputes dictated by the unavailability of beds, so as to plan strategic activities useful for future emergencies.
